Utilities often procure new generation through integrated resource planning processes that are not technology- or resource-neutral, resulting in non-ideal portfolios with significantly higher consumer costs and carbon emissions compared to those that invest in clean energy.
This report, published with the Southern Alliance for Clean Energy, outlines how “all-source procurement” allows technologies to fairly compete against each other to best meet utility generation needs, resulting in lower costs and emissions. Recent procurement case studies from four states outline how all-source procurement helps avoid over-procurement, self-generation, and fossil fuel-based investments.
