Xiuli is the China Projects Manager at Energy Innovation, where she supports China-related projects.

Before joining Energy Innovation, Xiuli was a postdoctoral researcher at the Institute of Transportation Studies at the University of California, Davis. Xiuli conducted research projects on electric and diesel bus cost parity in Shenzhen, environmental justice issues related to freight transportation in Southern California, and road transportation energy and greenhouse gas emissions projections in China, among others. She previously worked for the Transportation Program of Energy Foundation China.

Xiuli holds a Ph.D. and an M.S. in transportation technology and policy from the University of California, Davis, an M.S in environmental sciences from Peking University, and a B.S. in environmental sciences from Nanjing University.
